Mark Summers and John Baur from Oregon, US shouted and the idea to talk like a pirate. The idea was created spontaneously. Back then, it was only them who talk like a pirate, but then an American columnist named Dave Barry promoted the day in the media, which soon became wide spread and most people gave positive response to the holiday. Until nowadays, September 19th Pirate English becomes the International Talk Like a Pirate Day.
